AFTER much consideration, Union Public Service Commission (UPSC) is to perform “emergency” recruitment starting next year of two batches of 70 each, to the Indian Police Service (IPS) from within the officers of central paramilitary forces.
Due to increase in operations in Naxal affected areas, the need to address to the shortage of IPS officers has topped the priority list. In the past, such an emergency recruitment had to be done during the Indo-China War in 1962. Several officers from the armed cadre were inducted into the civil services under a scheme that continued till 1973.
The government’s pronouncement came in the back of antagonism from the IPS and the UPSC. The oppositions argued that recruiting through any other mode apart from the civil service exam could degrade the quality of candidates. The UPSC also proposed an increase in positions within the exam rather than organizing an “in-house” recruitment process. According to sources, trained manpower would be inducted into the IPS cadre after meticulous screening to ensure immediate supply of manpower to the disturbed regions.
The UPSC is yet to finalise details of the exam requirements for these officers. Unlike a long-drawn-out process followed for the civil services, “quick requirement” process will be emphasized. The exam would be open to paramilitary officers under 35 thus opening scopes to Deputy SPs and Assistant Commandants.
